This tutorial will help you get your IOS 7 activated and you
will keep all the media that was previously on the device. This has
only been tested on the Iphone 4 only works on iPhone 4
First You will need a few pieces of software,

METHOD 1 (Uses a GUI, way easier, faster but PC ONLY)

1. Download Ultrabreak from here. (Make sure you download the requirements as well.)
2.A computer, running Windows (XP minimum) or Mac OS X (10.7 minimum).
3. iTunes installed if you are running Windows.
4. An iPhone 4 running iOS 7.0 through 7.0.4.
5. Latest version of Java Development Kit, download it here.
6. NET FRAMEWORK 3.5 or above, download it here.

3.DOWNLOAD TINY UMBRELLA (to get out of DFU, or do it manually):
1. Java 6 or higher
2. SAM to activate the cellular network after bypassing the activation lock,
add repo.bingner.com in cydia, install SAM and SAMPrefs or if you don’t have access to cydia, etc. download SAM and it’s dependencies as a .deb: iphonecake.co…d-dependencies/ , further in the tutorial, this will be discussed more. PATCHED BY APPLE, DO NOT USE
3. RageBreak, to jailbreak, because evasion 7 won’t jailbreak a hacktivated phone (it might work), and then the evasion7 untether patch to untether download RageBreak download evasion7untetherpatch
install the iOS Soft Dev Pack (PC ONLY)
Connect your iPhone
Press iPhone4_Hacktivate_Tool
Press the button to start the process
a terminal dialogue will open as the process runs
8) Your device will reboot hacktivated.

METHOD 2 broken please bug
How to jailbreak and hacktivate with Ultrabreak on iP4. (This is a tethered jailbreak but this is really the only way to hacktivate. Their is also other alternatives)
1. Download Ultrabreak from here. (Make sure you download the requirements as well.) download - ultrabreak.team-sync.info/
2. Run Ultrabreak as an administrator and simply click jailbreak.
3. Put your iPhone 4 into DFU mode when prompt.
4. SSH Tool will exploit your device when it is done please click okay.
5. Then a CMD prompt will pop up. All it’s doing is mounting your device.
6. Click okay and then another CMD will pop up installing all the necessary packages to your device.
7. Go back to the main page of Ultrabreak and click boot and pick your firmware and what kind of iP4 you have. Look it up on google if you do not know.
8. After boot you will be hacktivated and Cydia will be on your springboard.

People have reported problems. Please make sure your firewalls are off.
Before starting backup your iphone on to Itunes and put it into airplane mode.
Once the restore is complete you will see IOS 7 welcome screen
Power the iphone off and into DFU mode, and it is plugged in into the computer
Run the Java application just downloaded above and it will run a few codes of Magic

Next, put in localhost as hostname and the port 2022 , username root , password: alpine
? Below is the connection window for Putty, winscp and other windows SSH clients should look the same. ?
Then you should a window that will prompt you for a username and password, which is root and alpine.
5. Press the little terminal windows in winSCP type mount.sh
6. Now we need to delete the setup.app
6a. Just go to /mnt1/var/Applications Then click right and delete setup.app
6b. If you only need to bypass activation you can now reboot and are done
NOTE : Your device will now be in recovery mode Use tinyUmbrelle to kick it out of recovery.
